Bed bugs here, no refund from management

I checked in and as I always do, immediately checked the beds and found bed bugs. We complained to the hotel staff and said we would not stay there but since the supervisor was not present she said there was nothing she could do and she couldn’t refund my money. Booked this through hotels.com and they offered me a $25 One-key credit for a room that cost me over $110.
