The rating for this property on expedia is simply fake. Most probably resulting of Bangladeshi click farms, and bad expedia compliance.
The pictures on the site do not do justice to the state of the facilities. Our room had 3 small windows but curtains for only 2. Safe did not open and worked erratically once taken care of by hotel staff. Safe is not attached to anything so you can pick it up and walk away with it.
Breakfast was included but never delivered even if requested. When calling reception to enquire abut it or any other situation they just hang up on you.
The bathroom had broken tiles, wonky towel railings and damp holes on the ceiling. Tap water bears yellowish brownish color.
The neighborhood is not particularly alluring and there are literally no dining options nearby except one doner kebab shop and a Gloria Jean's coffee which closes in the afternoon.
It's located in the 15th floor of a commercial building which turns off all the lobby lights at night.

Mein erster Besuch in Baku . Das Hotel ist bedingungslos weiterzuempfehlen. Es liegt zentrumsnah, NĂ€he der Metro und verfĂŒgt ĂŒber eine englischsprachige Rezeption. Alle Mitarbeiter sind stets freundlich und hilfsbereit. Vom.ersten Tag an war es Urlaub und ein GefĂŒhl des Willkommenseins.Es wird nicht mein letzter Besuch dort sein.
I booked in 4-star Caspian Palace but because of "technical issues" was moved to Empire Hotel that really looked like as 2-star cheap and dirty place.
Complete disappointed in Caspian Palace and hotels.com support. I was promised to receive $50 credit but actually got 50RUR (less than $1) because "your booking is made in RUR currency).
I stayed more than a hundred places last years but it was the worst experience ever.

The staff were very helpful a few weeks back when I was organising the visa.
The hotel was well situated. Our room was clean and warm, and very comfortable. The bathroom was fine, with everything working, and well supplied with towels, etc.
The staff were very helpful and friendly, especially Ayat. The hotel has a reasonably-priced taxi service to the airport.
I would stay there again in future.
