Using perfume to mask an old, dingy hotel

We booked this hotel as a quick stopover during a road trip. We paid for an upgraded room, with a king bed, so we could ensure a non-smoking room (the more basic room said that a non-smoking room could not be guaranteed). When we got to our room, the room clearly smelled of smoke and we had not been given the upgraded room we paid for. After complaining to the front desk, we received a new room, which was still not the upgraded room we paid for, and the room smelled heavily of perfume being used to mask an odour. Thank god we only had to stay one night in this hotel. I would not recommend it for any reason. Aside from the smell, which was also present throughout the hallways, this hotel wasn’t in a great location.
